What is electronic invoicing in Morocco?
An e-invoice is not a PDF sent by email. It is an invoice in a structured format, expected to be validated or transmitted through the DGI platform. The exact modalities — pre-clearance, timelines, formats — will be defined by the implementation decree. The priority for SMEs is to prepare now rather than scramble later.
Concretely: businesses move from a "paper or PDF" invoice to one that is transmitted, validated and archived electronically, with a digital signature and the ICE of both parties.
Who is concerned, and when?
The obligation rolls out progressively: large companies first, then SMEs, then micro-businesses. The exact dates and thresholds will be set by the application decree. The right move for an SME: prepare ahead of the wave rather than face the deadline under pressure.

The real risk: VAT deductibility
Talk of fines is common, but the real and confirmed risk today is the non-deductibility of VAT on a non-compliant invoice. In other words: a badly issued invoice can cost you far more than an administrative fine.

What the DGI will require
- Structured format (not a PDF);

- Confirm your ICE and collect the ICE of every client.
- Issue well-structured invoices now — ICE on both sides, Moroccan VAT (20/14/10/7%), continuous numbering.
